Summary/Abstract: This theoretical approach examines a controversial issue in the field of European law and also the establishment and the understanding of the character of the European Union. Trying to identify the correct answer to the question „What is the nature of the European Union?”, this study will explore possible answers that start from the understanding of the European Union as a simple international organization to its labeling as a natural political system or as a „sui generis” entity. The conclusion of such an undertaking study is simple and not at all surprising: The EU is, if we are allowed to compare it, an open ended „story” in which European citizens are called upon to contribute to the progressive construction and assertion of a European identity that is based, in principle, on an economic and monetary union, complemented by a political union and a common foreign policy.
