Summary/Abstract: In its essence, the European Security Strategy (2003) is not the ideal document, however, it is an important achievement for the EU on the way to developing its own authentic form of political security and defense. Analyzing the security conditions, the Strategy accentuates on the relation challenges – security – development. The Strategy steps aside from the traditional view of national security and creates demand for combination of instruments for reaction against new threats. On the other hand, the analysis on the postulated strategic goals and the necessity for security guarantee for each country, claims that these can be achieved through agreements on global and regional scale.
