Summary/Abstract: The aim of this study was to measure the efficiency changes of the Russian healthcare system according to data for 2014–2018. The data Envelopment analysis (DEA) model were selected as the analysis method. Changes in the efficiency of regions for 2014–2018 were measured using the method of Total Factor Productivity (TFP) according to the Malmquist index. As input variables in the study, the number of doctors, nurses and hospital beds in all branches per ten thousand people; As output variables, life expectancy at birth, morbidity per thousand population, death of the working-age population, and number of infants who died before 1 year of age per thousand live births were used. According to the results of TFP analysis by the Malmquist index, the elements of health systems efficiency have increased over a 5-year period. The largest TFP change (tfpch) was registered between 2014 and 2015. In addition, the results of the study are important for both individual and social welfare. The example of individual regions considered efficient can serve as a guideline for making the entire health system highly efficient by developing some socially acceptable policy measures. Reforms to be made in all social institutions and new rules to be adopted are also critical policy issues that can increase health efficiency.
