Summary/Abstract: The principal treatment of this complicated problem is closely related to revealing those specific features of the State institutions in Bulgaria, which were formed mainly by the historical conditions they were set in and in which they began to function. First of all, the restoration of the Bulgarian State as a revolutionary turning point and a national and political fact depended very much on the establishment of efficient institutions in all spheres of national life. The formation of a uniform institutional system in the young Bulgarian State which began after 1878 naturally acquired the importance of a purposefully directed process which characterized and ensured both the development and the achievements of the State itself to a great extent. It. is important that in the very first stage of their being built up, the then modern theoretical concepts of their nature and purpose in the well-developed countries were taken into account. It was not just ministries, departments, libraries and higher education establishments that were set up, but institutions the role of which at home and abroad was perfectly clear. The subsequent institutionalization of culture at the beginning of the century helped the Bulgarian cultural institutions to find their place and carry out their own activity in the overall development of the country at the time of the wars for national consolidation (1912–1918).
