Summary/Abstract: Public functions are classified into two groups depending on the nature of the mandate of the authority or institution: (1) general public functions, which represent the set of responsibilities of a general and common nature to all public authorities and institutions in order to realize their general powers. ; and (2) specific public functions, which represent the set of specific responsibilities assigned to a subset of public authorities and institutions in order to achieve their specific mandates.
