Summary/Abstract: The decisions of the European Court of Human Rights against the Republic of Bulgaria regarding the use of special intelligence tools have been studied. Some of the decisions also address procedures under the Electronic communications act. The aim of the analysis is to define and systematize the main guidelines of the court in case of non-compliance of the Bulgarian legislation with relevant provisions of the Convention on Human Rights andFundamental Freedoms. Finally, de lege ferenda proposals are presented to improve the regulation.
