Summary/Abstract: The article briefly analyzes the organization of special services in Germany and France, as well as the coordination procedures in the United States and Russia for the appointment of managers. Based on the good model of the security system in the Republic of Bulgaria after 2015. it is proposed when appointing heads of the special services to seek wider public and institutional consent through the participation of the National Assembly in this procedure .
