Summary/Abstract: In this paper the author proposes an original theory of corruption and a variety of this phenomenon – political corruption. The author presents a thesis that corruption permanently demolishes social order. That is why it is so necessary to ensure transparency in the public sector. In democracy citizens have the right and obligation to intervene when the state is under threat. However, under authoritarian regime, corruption may lead to social unrest or even to revolution, as in case of Egypt and Tunisia in early 2011.
