Summary/Abstract: Public-private partnership is seen as a promising investment vehicle in the public sector. The advantage of the partnership is the increase of the possibilities for financing public investment, through a combination of public and private capital. However, we should check out the functioning of partnership and indicate problems with its implementation. The thesis of the article is that despite its advantages, the partnership between public and private actors does not improve the efficiency of the management of public assets and does not eliminate public sectors failures. In order to verify that thesis, a model of public-private partnerships has been built on the basis of agency theory, which indicates potential problems between partners and contractors. This paper also contains proposals that may contribute to reducing inefficient behaviors.
