Grey economy and the transition

Summary/Abstract: The end of the last century was noted with great social, economic and political changes which are characterized with very big and fast rise of “gray economy”, that was not a characteristic only for the transition countries, but also for the developed countries which have passed this period earlier. Lack of complete development of the legal system, political and economic system, economic crisis, unemployment and fall of living standard, fiscal policy (high taxes), and other similar matters were very important factors for determining this situation. When the transition process started, simultaneously started the privatization process in the Republic of Macedonia, and than it opened a range of conditions for expansion of the economic processes which were hidden behind the legal ones. Not entirely formated legal, political and economic system, not completely defined legal regulations, great number of closed economic subjects e.t.c., created conditions for appearance of covered/hidden “gray economy”. “The grey economy” became a way of living, big visible and hidden unemployment, law wages, fall of living standard, and all that became a moving force of the “grey economy”. The most characteristic and symptomatic for this period is day by day increase of the scope of “grey economy”. Obviously, not sufficiently formated legal system, as well as lack of relevant mechanism of the state for fighting against these negative matters bring us to the situation where it methastasys in all economic processes.
