Summary/Abstract: The article examines the decision-making mechanisms in the Catholic Church, from its founding to the present day. Although the Catholic Church is generally regarded as a corporation governed by a hierarchical and monarchical system, a deeper historical and legal examination gives a somewhat more nuanced view. Indeed, the specific nature of the Church and its position in the world requires a firm and independent authority to defend its freedom and unity. The papacy has become such an authority even though it also has to limit itself in its decision-making processes for many of the reasons given in the article.
