Summary/Abstract: Since the 1950s, technological developments in the world have shaped the economic relations and working styles; however; a worldwide mobility has taken place with the globalization. In this process, industrialized countries met their labor demands from developing countries with their migration policies. Since the beginning of the 21st century, the migration of high-qualified workforce, which is seen as the pioneer of economic development, has entered a process of acceleration with the developments in information and communication technologies. While individuals' comparison of themselves with those living in other countries through social networks or other communication tools is effective in making the decision to migrate, individuals with high qualifications move towards other countries that offer higher life comfort in this form of migration, which is called brain drain. This preference also leads to different effects on economic, political and social development in both the source country and the destination country. In this article, the brain drain towards other countries is evaluated through the push-pull theory, and the form, size and causes of high-quality human resource migration from Turkey to developed countries are analyzed.
