A Mass Event or Not a Mass Event? Selected Organizational and Legal Issues

Summary/Abstract: The paper refers to mass events which are mass events not stated as such in the Act on Mass Events Security. The author focuses on providing the characteristics of several types of such events and an analysis of objectives assigned to the particular entities participating in these events. The next part of the paper presents the characteristics of threats posed to the security of mass event participants by the purposeful or intentionally wrong qualification of these events as not falling into the category of mass events. In the conclusions, the main reasons for such behaviour of the organisers are pointed out, including imprecise legal regulations and intentional circumvention and misinterpretation of such legal regulations, along with the intention to minimise all the formalities (documentation, opinions, instructions, regulations, and permits), involving financial costs (e.g., obligatory presence of information, security and emergency services).
