Summary/Abstract: The article argues that the challenged as unconstitutional provision of § 5 of the amending law does not contradict the Constitution, but on the contrary – ensures equality before the law as a supreme value of the Constitution and a basic element of the rule of law, with guarantees for the stability and predictability of the regulation, as well as the protection of the family and children.
