Summary/Abstract: The author deals with the issues of the reasons for the establishment of the Supreme Building Office as the supreme body of the planned state building administra¬tion, the genesis of the development of the legislation establishing the Supreme Building Office and the abolition of the Supreme Building Office. The author is not in a position to take a clear conclusion on the question, whether the abolition of the Supreme Building Office on the basis of the Act amending Act no. 283/2021 Coll., the Building Act, and certain other related acts, is a benefit or a missed opportunity. There were diametric and fundamental differences in the content of the substantive plan and the individual drafts of the Building Act that established the Supreme Building Office, which did not result in a clear concept of the legislator for the creation of the state building administration, the relationship between the Supreme Building Office and the Ministry for Regional Develo-pment in the methodological area was not fully clarified, and the concept of integration of the competences of ministries and other central administrative offices into the Supreme Building Office was insufficiently argued and explained. However, in view of the descrip¬tion of the various options for building administration in the RIA, on the basis of which the government‘s draft law amending Act no. 283/2021 Coll., the Building Act, and cer¬tain other related acts, was drawn up, the author is inclined to the opinion, that the failure to create a state building administration headed by the Supreme Building Office is afterall a missed opportunity. The present contribution is based on the legal situation in force on the 1st of July 2022.
