Summary/Abstract: The EU must apply policies to the Western Balkans that bring them closer economically and politically to the Union, as well as promote their regional cooperation. At the moment, there is no motivation in the EU member states to expand the Union towards the Western Balkans. Admitting new members to the EU requires unanimity between countries, but enlargement to the Western Balkans is seen as carrying more risks than benefits for the Union. Joining the EU is not the main interest of many leaders from the Western Balkans, and this is another reason why they are delaying reforms. The EU needs to develop effective tools to deal with possible future democratic backsliding in current and future member states. In the new enlargement policy of the EU, it is necessary to put more emphasis on the rule of law and to conduct a more assertive foreign policy of the Union.
