Summary/Abstract: This study analyzes current and potential future threats to NATO, such as hybrid warfare, terrorism, radicalization, organized crime, the return of foreign fighters to Europe, the financial war and the risk of weapons of mass destruction. The activities of the Russian Federation, China, domestic challenges and those caused by the complex and dynamic situation in Crimea, the Middle East and North Africa have been studied. The recommendations for improving NATO's security and capacity are made in the context of the comprehensiveness of these risks and the objective limited capacity and capacity of individual countries to deal with them on their own. The main conclusion of the report is that it is advisable for the Alliance to combine its hard and soft strengths in order to strengthen the exchange of information and good practices within the Union, improve its adaptability, expand its scope and capacity to deter and counter modern threats., as well as its synchronization with the EU in key aspects.
