Summary/Abstract: It is a reasonable assumption that if pension reform is conducted responsibly and properly it can have a positive influence on the lives of the majority of Czech citizens for many decades to come. This is a task that is exceptionally demanding in all regards, because the pension system has to function in times of economic growth but also in times of contraction. What is more, it has to be based on the requirements of all social strata of the population and ensure that pensions, which are the sole income of most old people, always cover at least the basic life and social needs of their beneficiaries. If we speak about the need for sound and responsible pension reform, we cannot mean merely reform of the way old-age pensions are calculated. When reforming the fundamental parameters of the pension system, attention must be paid to other types of pensions as well, primarily invalid pensions, because invalid pensioners can often be ranked among the group of the population at risk of social exclusion. The beneficiaries of young persons' invalid pensions should be viewed as a population group worth special attention. Young invalid pensioners are people who, for objective reasons caused mainly by somatic, sensory or mental disabilities, have never been able to work and pay the defined social insurance premiums out of their incomes. Defining the level of this type of pension is highly problematic. Besides economic viewpoints, it must respect legal, social and political considerations.
