Restructuring of police organizations in Bosnia and Herzegovina by introducing the concept of total quality management

Summary/Abstract: The modern concept of managing police organizations includes the introduction and continuous implementation and improvement of the quality management system as a basic prerequisite for following world trends in police organizations at all levels. The strongest motive of every organization in today's business world is certainly a success, whereas the term success means different things in different organizations. For police organizations is not enough just to deal with traditional police work in the field maintaining of peace and order, but also to provide services to customers who expect them to be successful, and in addition must meet the needs and expectations of all interested parties in administrative and other procedures kept in police organizations depending on the hierarchy level. Also, everyone, especially the leaders of the most highly hierarchical positions, must accept the fact that the quality is the most important element for success and a good understanding of the procedures and actions that are the result of the work of the police organization as a whole. In order to provide quality services according to predefined specifications police organizations need to analyze in detail all the processes in terms of quality in order to build a single system based on process management. The paper exposed the need for reorganization of police organizations in Bosnia and Herzegovina, which, through the introduction of Total Quality Management should be restructured to make them rationally organized and professionally qualified public service for the provision of quality services to customers of those same services.
