Network model for disaster management

Summary/Abstract: The publication deals with scientific, technical and organizational problems of disaster management. Analyses of different command arrangements and the trend from centralized to network enabled command are conducted. Main focus is on the necessity of the creation of network enabled capabilities for disaster management similar to the NATO concept for network centric warfare. This approach is critical for transmition of multinational and multiagency procedures to a new level on network basis. The publication emphasizes the thesis that implementation of this approach will maximize the prevention and minimize the possible negatives caused by disasters.
