Technology for „costs – benefits“ evaluation for Naval modernization projects

Summary/Abstract: The publication deals with the pressing theme about the contradiction between the shortage of financial resources and the needed capabilities of the Naval Forces. The main thesis is that by an investment only for the modernization of separate weapon systems which assure the maximum benefits of integration with the partners, the disbalance between the present resources and the needed capabilities will significantly decreased. For the choice of optimal alternative are developed special procedures in which are assessed the expenses and the benefits. In order to measure the costs is used the model „Cost-benefits“. The assessment of the benefits is made with the use of the TASKFORM methodology, in which first are determined the potentials of the different weapon systems, and then of a single ships and task groups. The comparison and the choice of an alternative are made by juxtaposition of the „expenses“ and „benefits“ for each alternative. The publication ends with conclusions which support the thesis and proposals for practical realization of the technology.
