Summary/Abstract: Devolved public departments represent structures of the ministries and of other bodies of the central public administration, organized in the territory, as an expression of the principle of public services decentralization in a democratic state, which shall correlate with the local autonomy principle, according to which autonomous local public administrative authorities operate within the administrative territorial units: local (county) councils and city halls. These public services operate independently, some of them having legal personality, estate and own management bodies, however, as compared to the local public administrative authorities, they are subordinated to the central public administrative authorities which established them for the purpose of exercising certain duties transferred from the central authority.
