Summary/Abstract: Following the establishment of the state of emergency on the territory of Romania by Presidential Decree no. 195/2020, the local public administration authorities have the obligation to fulfill all the measures that fall under their competence to prevent the spread of COVID-19. Being a new situation, numerous problems have arisen in practice, a not to be neglected one being that of adapting the general legislative framework to the exceptional legislative framework necessary for this state of emergency.
