The multidisciplinary nature of the care allowance

Summary/Abstract: From March to November 2016, the Brno research team of the VÚPSV (Research Institute for Labour and Social Affairs), led by Prof. Libor Musil, conducted the "Multidisciplinary Nature of Assessing Entitlement to the Care Allowance" project. The care allowance benefit represents a somewhat sensitive topic for researchers for the following reasons: the high number and varied composition of addressees; the granting or withholding of the allowance is of critical importance for the lives of both the applicant and carer; the granting or withholding of the allowance is preceded by a somewhat complicated process involving the assessment of the degree of dependence; assessment involves the direct or indirect participation of a wide variety of stakeholders; ensuring that the care allowance system functions is demanding in terms both of personnel and financial resources; and the amount of the benefit is high and continues to increase. Further complications consist of how to reflect the various vested interests, experiences, requirements and concepts concerning the optimal system settings of the care allowance, and the fact that the care allowance is subject to lobbying from various parties and interested groups, as well as pressure to introduce changes and efforts to block further changes.
