Summary/Abstract: Animal Law is the set of theories, principles and rules intended to provide legal protection to animals of a species other than human beings, promoting and ensuring their well-being and protection. It is the set of rules that, directly or indirectly, tend to safeguard respect for life, freedom and dignity of all species of non-human sentient beings that inhabit our planet. Animal Welfare is defined as a state of complete mental and physical health, where the animal is in perfect harmony with the environment that surrounds it; being the state in which the individual does not have to face his environment. The concept of animal welfare implies a dynamic state, varied in its manifestations and enormously complex. In the Cuban legal system, Decree-Law No. 31 of 2021 was promulgated, for the protection and care of different species of animals. The objective of the article is to demonstrate the need to execute the control for the protection of animals in the Cuban environmental legal system, managing to mitigate animal abuse in Cuba from the issuance of the legal norm of animal welfare. The research was carried out by using the methods of the social sciences such as analysis-synthesis, legal exegesis, observation method and comparative analysis.
