Specific Aspects of Public Procurement

Summary/Abstract: Public procurement in general is conducted in accordance with certain principles and procedures, which are the basis for achiving Best Value for Money principle. In some specific cases, such as e-procurement, green procurement and defence procurement, public procurement procedures can be accomplished without obeying the principles. In that sense, public procurement are an obstacle in legislation procedure, so its regulation generate permanent dissidens between member states and, in that sense it questioning supremacy of the EC law and the supranational nature of the Union.
