Summary/Abstract: The world is constantly evolving and public institutions in Romania have to adapt quickly to this field. The human resources of an institution must develop in order to adapt to the requirements of this new era.Is the Coronavirus effect on employees a major problem?How can human resources be prepared for the industrial revolution? Are VUCA and its parameters being used in the daily life of public servants?The objectives of the research are to collect information regarding VUCA situations in the daily life of public servants through the four parameters: volatility, uncertainty, complexity and ambiguity.Based on the results, it is concluded that improving human quality, resources, leadership, HR competencies, technology mastery and data literacy can help the workforce training. The implication is that institutions need to develop their human resources by implementing strategies that fit the development need, while competing and thriving in the public environment. The results summarize contemporary MHR definitions, questioning the impact of digital technologies in some HR areas and highlighting the new digital role of the HR manager through VUCA. Visionary leaders, who are able to understand the reality, have a perfect picture of what they have to do and realize the need of adaptability and agility in order to succeed. VUCA is an acronym for Volatility, Uncertainty, Complexity and Ambiguity.
