The Problem of Urbanization of the Urban Periphery: The Example of Öncüpınar (Tibil) Nomads in Kilis

Summary/Abstract: Öncüpınar (Tibil) Village is a settlement that was subjected to forced migration in 1991 after the process of expanding the Öncüpınar Customs Area in 1983. The population of the village, which was settled in the newly established neighborhood on the western periphery of the city of Kilis, was forced into the migration process from rural to urban. Even though it has been more than 30 years since the migration process, the residents' problems of adaptation to the city and their resistance to urbanization are still visible. The aim of the study is to reveal the rural-urban migration experience of the Öncüpınar people, and to reveal the processes of adaptation to the city experienced during and after this forced migration, the social and cultural exclusion experienced, the urban poverty and the structures of resistance against urbanization. Qualitative research techniques were used in the study. In this way, pre-migration experiences, migration process and post-migration processes of adaptation to the city were tried to be understood with the questions directed to the people who experienced migration. In this case, the phenomenological approach, which is one of the qualitative research designs, was used. In the study, in-depth interview technique was used in the process of obtaining qualitative data. A semi-structured interview form was prepared and open-ended questions related to pre-migration, migration process and postmigration were directed to the sample group selected from the residents of Öncüpınar Neighborhood, which is included in the study universe. The primary data sources in the study were obtained by using fieldwork observations and in-depth interview technique. Secondary data sources are TUIK/DIE General Population Census results, Address Based Population Registration System results and education statistics. In addition, important correspondences related to the migration process were obtained from the archive of the Kilis Special Provincial Administration. The findings in the study were handled in a way that reflects the pre-migration, migration process and post-migration situations. Especially, the resilience of urban life after migration, economic cohesion, social and spatial exclusion are discussed at the neighborhood scale.
