Summary/Abstract: THE EUROPEAN UNION REPRESENTS AN EUROPEAN ORGANIZATION AND, UNLIKE TRADITIONAL INTERNATIONAL ASSOCIATIONS BETWEEN STATES, THE ESSENTIAL NOVELTY OF THE EU CONSISTS IN THE FACT THAT THE MEMBER STATES HAVE GIVEN UP SOME OF THEIR SOVEREIGNTY RIGHTS IN FAVOR OF THE COMMON LEGAL NORMS. THE LEGAL ORDER, A TRUE FOUNDATION OF THE EU, GIVES IT THE CHARACTER OF A COMMUNITY OF LAW, ON THE BASIS OF WHICH IT IS WORKING. ONLY BY CREATING SUCH AN OWN LEGAL HARMONIZED SYSTEM CAN BE ACHIEVED THE MAIN OBJECTIVES OF THE E.U. ROMANIA HAS FULLY TRANSPOSED EU LEGISLATION AND POLICIES NECESSARY IN THE FIELD OF JUSTICE AND INTERNAL AFFAIRS.
