Summary/Abstract: The article analyzes the content of the Ordinance-law on State Supervision of companies and associations, adopted by the second non-party government of Georgi Kyoseivanov (July 4, 1936 – November 14, 1938), as well as the special District No. 480 of April 18, 1938 to the regional directors and the mayor of Large Sofia Municipality. The article tracеs the history of the legislation in this area and the actions of the governments of the People’s Liberal Party, the BZNS and the offi ce of Kimon Georgiev from May 19, 1934 to limit the right to freely establish companies and associations. It is noted that the Ordinance-law on state supervision of companies and associations is a kind of closing and pinnacle of this policy. The anti-constitutional and antidemocratic character of the ordinance-law and the political goals pursued by the rulers are revealed. Emphasis is placed on the critical assessment of the National Cooperative Council, the General Union of Bulgarian Agricultural Cooperatives and the Union of Bulgarian Lawyers. The content and objectives of the changes that the regulation-law undergoes are clarified through following the parliamentary debate during their discussion and adoption.
