Summary/Abstract: Although not forgetting about the importance of media literacy and information literacy, this paper focuses on data literacy, because despite the exponential growing quantity of information, the need for different kinds of data is growing, although its benefits are less widely known. To acquire the right mindset and skills needed for being data literate, we must understand how the views on data are changing. To promote data literacy and its skills, we mention the FAIR principles that may help more freedom in accessing data and making it open by requiring data to be Findable, Accessible, Interoperable, and Reusable. As Openness of data is not enough, we briefly characterize data reuse and data quality. The nature of big data is touched on to point out that datasets are never neutral. In this context, the importance of civic data literacy is emphasized.
