Summary/Abstract: The article examines the emergence of Estonian political thought during the period of perestroika (1986–1988) and claims that it relied on the existing scientific community and the theoretical framework there, which enabled the Estonian scientific community and experts to develop the reform thought of perestroika. The article looks at which previous research trends, concepts and models became the means for the Estonian scientific community to enter politics and to create and defend radical reform ideas (including republican self-sufficiency). The article reconstructs the three argumentative languages of Estonian perestroika - decentralism, system theory and innovation. The article also places the development lines here in a wider transnational context, looking at the involvement of the Estonian scientific community in the global scientific community in the 1960s-1970s. with new disciplines and expert languages that emerged in the years.
