Election of a district mayor. Terms of eligibility and incompatibility

Summary/Abstract: The article traces the changes in the legislation relating to the election of a district mayor in large cities, as well as traces the particular legal problems arising when contesting the election results in local elections. Emphasis is placed on a study of the practice of the Constitutional Court and the Supreme Administrative Court, which, in the conditions of an underdeveloped legal system with many hiatuses, turns out to be the main source of case law.
