Summary/Abstract: The promotion of international humanitarian law is one of the main objectives of the external security policy, by assuming the commitment to ensuring the protection of an international system based on rules, which have the role of contributing to stability, respect for universal human rights and strengthening the rule of law. In this context, it became necessary to harmonize the legal instruments in the military field for the new categories of missions, which include clear criteria for the use of military force and which guarantee compliance with the objectives of national defense, without contravening to international law and treaties.
