Summary/Abstract: Lack of participation in early education increases the chances of dropping out of school, respectively early school leaving, leading to a cycle of intergenerational poverty. Consequences include low labor market participation, low levels of personal / family income, low level of understanding of basic health concepts, low access to primary and specialized medical services, and poor housing. At the local level, increasing the chances of social inclusion, through access to the labor market, depends on the level of education and training. A high level of skills, but also of knowledge acquired throughout life, are likely to increase competitiveness in the labor market, creativity and innovation, with effects on economic and social development. Prevention of the consequences to which marginalized people are exposed can be achieved through measures to increase access to early education, preschool programs (in kindergartens or day centers), school education and support after school hours (after school programs, day centers), as well as literacy, respectively second chance programs.
