In seeking the model of self-government management

Summary/Abstract: In many examples in order to manage economy organizations achievements of different schools of organizations and management are used. Self-government uses mainly the achievements of administration direction especially bureaucratic model. An organization can be seen in a different way than gained by schools of organization and management. The organization can be seen as the metaphor of machine, brain, culture, policy system, psychology jail, the flow and transformation, the tool of domination, or organism. A lot of practitioners of self-government see local government as a metaphor of organism, which seems for them the most clear and logical. They think that self-government and especially local government ought to create a cohesive organism constituting a unity with inhabitants. The role of second level of self-government seen as a metaphor of organism ought to rely first of all on the centralization of municipal services for example sewage treatment plant. The inclusion of voivodeship to co-operation of local municipal economy would increase the sense of existence of this level of self-government.
