Impact of political fragmentation on cooperation among local governments

Summary/Abstract: It is commonly assumed that strong political fragmentation in local governments is a barrier towards cooperation amongthem. This article’s objective is to verify this assumption by means of analysing the level of political fragmentation in communal councils of Pomorskie voivodeship and the existing cooperation agreements among local governments in that region.
