Współpraca gmin w obszarach metropolitalnych w ramach związków międzygminnych
Cooperation of communes in metropolitan areas in the framework of inter-communal associations

Summary/Abstract: The metropolitan area is a special form of organization composed of many territorial units. To ensure their development it is necessary to introduce the appropriate system of management. Territorial authorities should change their attitude to the management of such a specific territorial system including a lot of interest groups. Each of these groups aims to fulfill its needs, which can lead to conflicts. Successful management of metropolitan development can facilitate implementing governance concept which means involving all actors in the management process. The article aims to answer the question if inter-communal associations can be the first step on the way to the implementation of governance concept in metropolitan areas. The results of analyses concerning hitherto cooperation between communes in these associations will be showed.
