Public debt of local authorities after crisis. The directions of development

Summary/Abstract: The aim of the article is the analysis of changes in public debt of local authorities during the crisis and how it influenced total public debt of Poland. Regulations of public debt of local authorities in Polish law system are analysed and compared with European standards. Local debt is now one of the main conditions of local development, because a financial situation of local authorities got worse during the crisis. But since 2008 state public debt increased and it is dangerously close to constitutional limitations. It caused that the government is going to limit possibilities of using local debt as an instrument of local development.
