Summary/Abstract: In the period from the 5/4th century BC until the end of the 13th century, west of Tsarevtsi village in the Varna region, there was a fortified Roman road station named Panyssos, a fortress and city Panasa (Tsare). They were important sites for the Roman empire and for Bulgaria in the Middle ages. The architecture, the discovery of a huge amount of coins, crosses, and other finds says something very important about it. The lead stamps for the correspondence between the Byzantine emperors and Bulgarian tsars point towards the idea of a the existence of a government office of the highest level.
