Summary/Abstract: The study presents one of the forms of civic participation in issuing acts of administrative legislation, which is public consultation. This issue has received a lot of attention in the European Union law, by setting specific standards for conducting public consultations. These standards have been referred to the Polish legal system. The conclusions indicate that not all of them can be fully realized.
