Summary/Abstract: The aim of the article is to present the main shortcomings of the EU regional policy, which are inevitable due to the used policy instruments. They imply weak effectiveness of the policy. Regardless of the absorption capacity of the member state – beneficiary of the structural aid – and regardless of how the control system seems to be efficient, there are certain issues which cannot be eliminated. Keeping today’s form of the regional policy means the necessity to accept such phenomena as: crowding-out effect, moral hazard and rent-seeking. The article illustrates the way the above effects might work. However, the extent to which they occur remains unknown mostly due to the fact that they are not registered.
