Summary/Abstract: This article aims to determine to which extent development policy carried out through the EU funds was redirected towards the efficiency increase which can be achieved with the use of renewable forms of support (in opposition to the grant system). The article analyses if the objectives concerning the use of the financial instruments set out by the European Commission can be achived through the prism of 1) experience in implementing such support so far, and 2) the current state of preparations for the implementation of the IF in Poland. Both the will and EU regulations for 2014-2020, as well as theoretical background, support enhancement of the financial instruments as a delivery tool for the structural funds. However, there is a risk that the regional policy system which is being now formed, will not address market failures in a complementary and comprehensive way. The philosophy of the use of structural funds has not changed and financial instruments, although one should recognize their increasing role (as shown in the paper), are still on a margin of support under cohesion policy.
