Summary/Abstract: It was said that during German Presidency in EU Council in 2007 the crisis of internal reform of European Union would be over. It arose from rejecting the Treaty establishing the Constitution for Europe. The analyze of preparations and assessment of achieved results shows that the aim was finally accomplished. German diplomacy approached the task – as always- pragmatically. They focused on issues, in which Germany has broad abilities to act upon. At the same time the rest of issues weren't left themselves. In this way the result which satisfied UE and strengthened chancellor Angela Merkel’s position (not only in foreign policy) were achieved successfully. In the light of German policy there was important European Union Council Meeting hold in Brussels where substantial decision about UE were made - Russia relationship, climatic changes and energy policy as well as in issue negotiation mandate for Treaty for European Union. The most difficult topics were: decision making model, protection of Human Rights (Chapter of the Fundamental Rights) and reinforcements of national parliaments. All those topic were discussed however not all decision were made during that Meeting.
