Summary/Abstract: The Debate on EU reforming must address the ability to meet the expectations of its citizens within social and economic progress, internal and external security and solving global problems. Fundamental principles of the European Union should emphasize the fundamental defend rights principle. This principle demonstrates the importance of civil structure in an integration process. It is one of the foundations of democratic principles of the Union. The passage of the Treaty including the Charter of fundamental rights certainly changes the perspective of looking at people of European integration. The Charter is to consolidate the fundamental rights, already declared in the various documents as well in the Court of Justice, and to extend them, thus enhancing the protection of individual rights in the Community scheme. The Charter can be considered as a compilation of existing laws on human rights. Supporters of the Charter not only emphasize its broad spectrum of rights, but also appreciate the latest developments in medical science and others. In fact, the Charter does not establish any new power or task for the Community or the Union neither modifies powers and tasks defined in the Treaties, what may limit its power. It is important that by changing the Chart’s status it can be directly applied in the courts of the Union as well as national courts, what significantly increases the level of protection of fundamental rights.
