Summary/Abstract: Local government as a decentralized form of performing tasks facing public administration is established in the resolutions of the Constitution of the Republic of Poland. The institution of local government functions within local communities and stays in relations with other participants of social life. The position and scope of tasks performed by local government units depend on the values presented by the entity making decisions, which is the legislator. The values adopted by the legislator determine the way of functioning and the scope of tasks of local government. The volatility of such values results in the fact that the range of local government’s activity is not firmly determined. It may be extended, but it may also be narrowed. Independence plays a key role among the values attributed to local government. Its scope determines the place and role of this institution in contemporary society. Other values, such as freedom and equality, arise from independence and constitute its essential element. Although local government is an institution that is deeply rooted and has a strong foundation for functioning, its place and the role it plays are not objective and result from the subjective assessment of the legislator.
