Summary/Abstract: Social assistance is a part of administrative law, which has developed along with the systemic reforms carried out in Poland after 1989. It is currently one of the fastest growing parts of administrative law. It results in the fact that social assistance introduces into the theory of administrative law new solutions that did not appear earlier and also leads to taking a new look at the already existing institutions and concepts. Social assistance has led to displaying the prominence of axiology in administrative law, including concepts such as dignity and solidarity. A new look at the issue of constitutive decision has become necessary and, in particular, it can have retroactive effects. Social assistance has also brought a new look at issues pertaining to family, giving it the legal status and equipping it with the ability to apply for certain benefits.
