Summary/Abstract: Tadeusz Bigo’s doctoral thesis may be an inspiration for reflection on many topics. Local government and state power can be seen as rival hierarchies. The legal position of a corporation may be associated with greater or lesser autonomy. Public administration is a specific hierarchy, characterized by a specific persistence and a distinctive organizational culture, which should be associated with self-limitation in terms of competition with other hierarchies.
