Summary/Abstract: The popular legitimation actions provided for in local laws for the prosecution of crimes and quasi-crimes occupied an intermediate position between public law and private law since, although they were accessible to any citizen of the local political community, they were normally processed through a recovery trial, the penalty consisting of the fine established by law for each illicit or infraction, a fine that was deposited, in general, in the local public treasury or was distributed in halves between the treasury and the individual plaintiff. The analysis of the different assumptions pursued through these actions, whose offenders could be both local public officials and individuals, show their enormous importance as an element of control of the local public administration and strengthening of civic awareness.
