Summary/Abstract: The aim of this aricle is the analysis of forming and development of individuals and individuality as well as the characteristics of social/governmental relationship. The first key feature of individuality is that it is the form of selfconsiousness of an individual and depends on level and character of forming factors. The second one is that individuality is inseparable from the labor division process. And the third one is the free choice possibility. The choice could concern the behavior as well as the way of considering the reality surrounding the individual. Independently from his own desire the individual is comprised in some social/governmental relationship. The latter has several characteristics – asymmetry, irreducibility to biological, variety of developer-forms, possibility to exercise an authority in accordance with interests of someone else, etc. We take note of the concept ‘legitimity of governmental authority’. The legitimity is considered as correlation between political authority and values which governmental institutions lean on when the latter ones exercise outrage in order to preserve that authority.
